The WELO National Qualifiers operate within a defined national governance structure designed to ensure transparency, academic integrity, and consistent implementation across participating countries.

Participation is coordinated through a structured framework involving schools, students, national bodies, and international oversight.


1. Students

Eligible secondary school students participate through accredited WELO Member Schools within their country.

Students:

  • Register through their school
  • Complete the WELO TOEFL® qualification assessment
  • Receive official score reports and national ranking placement

Advancement is determined solely by verified performance under standardised conditions.


2. WELO Member Schools

Participation in the National Qualifiers is conducted through accredited WELO Member Schools.

Schools:

  • Register under the official WELO framework
  • Appoint a School Coordinator
  • Administer the WELO TOEFL® assessment
  • Ensure compliance with standardised testing conditions

All participating schools operate under LearnRight® integrity standards.


3. National Representatives

National Representatives are officially appointed organisations responsible for overseeing WELO activities within their jurisdiction.

They:

  • Coordinate school participation
  • Supervise qualification delivery
  • Confirm national rankings
  • Nominate finalists for the WELO Finals
  • Ensure compliance with WELO governance policies

National Representatives act under the authority of the WELO Charter.


4. National Committees

National Committees provide structural oversight and governance support within each participating country.

They:

  • Ensure alignment with Public Tender Guidelines
  • Monitor quota allocation
  • Maintain national compliance standards
  • Coordinate subcommittee responsibilities

5. International Oversight & Integrity

The WELO National Qualifiers operate within the international governance framework of the World English Language Olympics.

This includes:

  • Governing Committee oversight
  • Approved assessment framework (WELO TOEFL®)
  • LearnRight® integrity and quality assurance supervision
  • Central moderation procedures

This structure ensures consistency, fairness, and accountability across all participating jurisdictions.
